Beginning in 2013, all new domestic vehicles in Russia may be equipped with a telematic control unit that communicates with GLONASS, concluding an initiative by the Russian government to provide a road emergency response system throughout the country. The project, called ERA-GLONASS (Emergency Road Assistance based on the Global Navigation Satellite System), developed the technologies that enable road vehicles to automatically call emergency services with location and other details in the event of an accident.

The high number of road traffic accidents, combined with an increasing number of fatalities, led the government to begin the initiative aimed at increasing safety on Russia’s roads. GLONASS provides worldwide satellite coverage, making it a key strategic and commercial asset. The mandate will require that manufacturers install ERA-GLONASS systems in all type-approved vehicle models after January 2013. Dealer-fit solutions will require new software and advanced Russian technologies, which may result in significant investments in the short-term. In the long-term, however, these investments will support wide-reaching economic opportunities in the Russian telematics market with the introduction of value-added services.
