Impact of the war in Ukraine on the Eastern European IT labor market

Jul 8, 2022 by Alexey Zagorodniy

In brief

  • Ukraine is one of the largest and fastest-growing IT labor markets in Eastern Europe. Its 300,000-strong ICT resource pool is a significant contributor to the country’s economic performance — the value of Ukraine’s export of IT services in 2021 rose by a massive 36% to around $6.8 billion (4% of GDP).
  • Currently, the IT market has stabilized and adjusted to operating in war conditions — IT is one of the few sectors still functioning in Ukraine. The quality, adaptability and determination of the country’s workforce is a major reason why Ukraine remains one of Luxoft’s key, bespoke, software development and support locations.
  • So, what changes are affecting Ukraine’s IT labor market? What does this scale of change mean for companies who are considering setting up in the country, or have already established IT teams there? And what about the people — the developers and engineers themselves?
